I have b2evolution 1.9.3, and I was able to install the plugin, and I was able to use it. It works like a charm.

However... :)

The "Add This License" button only functions when a user is editing their post in the "expert" text entry mode.

Not that I have a problem with that, but I thought you should be aware of the issue.

I'm thinking that's because it's partially a renderer and partially a toolbar, but I don't really know. There was no "simple mode" when last I looked at this code, so I can't say for sure.

By the way I've asked astonishme.co.uk to adopt this plugin, hoping that it'll get upgraded with cc3.0 and for v1.10 properly. Mine was okay, but it's way behind in a couple of internal details.

I'm testing this plugin in a brand-new 1.10.2 test blog, and am getting this error:

Fatal error: Call to a member function on a non-object in /path/to/the/blog/plugins/cclicense_plugin/_cclicense.plugin.php on line 275

The error occurs in the admin interface, when viewing the 'Posts \ Full Posts' tab. When the error occurs in the list of posts, no posts earlier than the one with the error are displayed... i.e. it kills the display of posts when it occurs. However, the plugin renders properly in the blog itself. The error only seems to cause problems for the admin interface, but it makes editing posts impossible.
