What the hell is this thing?

Whatever it is, it grows really freakin slow. Like, I didn't think it was actually growing until I found a cellphone pic from when I first moved in. Relatively speaking, it's bigger so it must be growing. But now it actually has a flower. Where the hell did that come from?

And lots of brown leaves. I thought that was this plant's special power: the ability to partially die in a late freeze and retain all it's browned up leaves forever.

So anyway I figured "what the hell is this thing anyway" and tried to learn it's name. The HOA rule book allows only so many varieties of various categories of plants, so it's gotta be in the list right? I image-googled everything on the list and nothing matched. One search turned up copious amounts of porn Seems a porn star was named after a species of plant allowed in my neighborhood...

So what the hell kinda plant is this? I'd hate to have to keep calling it "that green thing" now that I know it really is trying to be actually decorative.
